Before https://github.com/nextcloud/server/pull/13843 a "photo." file could be created
for unsupported image formats by photocache. Because a file is present but not jpg, png or gif no
photo could be returned for this vcard. These invalid files are removed by this repair step.

Don't use double quotes in MySQL queries

MySQL databases with the ANSI_QUOTES mode enabled treat " as an identifier
quote (see https://dev.mysql.com/doc/refman/5.7/en/sql-mode.html#sqlmode_ansi_quotes ).
So for such databases the 'occ upgrade' fails with an error message like this:
... unknown column 'oc_*' in where clause.
This fix replaces the doulbe quotes with single quotes that should be always
used in MySQL queries to quote literal strings.

Add Phan plugin to check for SQL injections

This adds a phan plugin which checks for SQL injections on code using our QueryBuilder, while it isn't perfect it should already catch most potential issues.
As always, static analysis will sometimes have false positives and this is also here the case. So in some cases the analyzer just doesn't know if something is potential user input or not, thus I had to add some `@suppress SqlInjectionChecker` in front of those potential injections.
The Phan plugin hasn't the most awesome code but it works and I also added a file with test cases.

* A repair step that inserts a background job for each user
* Each background job will delete for 15 seconds if it takes longer we
reschedule. This is done so instances that don't use the system cron
won't time out.
